First, they unified the receipt and invoicing systems so once you give a receipt it would have a unique number which would be sent to the central reporting system.
The second step is where each receipt was transformed into a lottery ticket for citizens to play. On the back of the receipt, you would have a number that you needed to check against the lottery winners.
